Saskatchewan Immigrant Nominee Program (SINP) is Saskatchewan's economic immigration program. It works in collaboration with Immigration, Refugees and Citizenship Canada (IRCC) to nominate foreign workers, skilled professionals, entrepreneurs, and farm operators for Canadian permanent residence based on the labour market and economic needs of Saskatchewan. The SINP operates four main categories: International Skilled Worker, Worker with Saskatchewan Work Experience, Entrepreneur, and Farm Owner and Operator. The International Skilled Worker category uses an Expression of Interest (EOI) pool system with three sub-categories including a Saskatchewan Express Entry-aligned pathway.

Unlike Ontario and BC where Express Entry nominations add 600 CRS points, the SINP Saskatchewan Express Entry sub-category nominates candidates directly from the federal Express Entry pool — once nominated, IRCC adds 600 CRS points to the candidate's profile, effectively guaranteeing an Invitation to Apply for permanent residence. The SINP uses an electronic system and communicates exclusively by email. Candidates can only apply after receiving an Invitation to Apply from the SINP, which is issued through periodic EOI draws. The non-refundable SINP application fee is CAD 500.

Who can apply for Saskatchewan Immigrant Nominee Program?

  • International skilled workers with a valid job offer from a Saskatchewan employer in an eligible NOC occupation (International Skilled Worker: Employment Offer sub-category)
  • International skilled workers in an in-demand occupation in Saskatchewan without a job offer, who meet the points threshold in the SINP EOI system (International Skilled Worker: Occupation In-Demand sub-category)
  • Skilled workers already in the federal Express Entry pool who meet Saskatchewan's criteria for experience, education, and language ability (International Skilled Worker: Saskatchewan Express Entry sub-category)
  • Healthcare workers seeking to immigrate to Saskatchewan through the Health Talent Pathway under the International Skilled Worker category
  • Workers in agriculture through the Agriculture Talent Pathway or in technology through the Innovation and Tech Talent Pathway
  • Temporary foreign workers, international graduates, or Saskatchewan citizens' close relatives who are already working in Saskatchewan and wish to settle permanently (Worker with Saskatchewan Work Experience category)
  • Experienced entrepreneurs who intend to own and actively manage an eligible business in Saskatchewan (Entrepreneur category)
  • Experienced farmers with the financial resources and intent to purchase and operate a farm in Saskatchewan (Farm Owner and Operator category)
  • Spouses or common-law partners and dependent children can be included as accompanying family members on any SINP application

Specific eligibility criteria vary by SINP category and sub-category. Some occupations are excluded from the SINP entirely. Visit saskatchewan.ca and review the official SINP program guide for the current occupation restrictions and EOI point grid.

How to Apply for Saskatchewan Immigrant Nominee Program: Step-by-Step Process

01

Choose the Right SINP Category and Sub-Category

Review all four SINP categories and determine which one matches your profile. If applying as an International Skilled Worker, identify whether you have a Saskatchewan job offer (Employment Offer), are in an in-demand occupation (Occupation In-Demand), or are already in the federal Express Entry pool (Saskatchewan Express Entry). Check the SINP occupation restrictions list to confirm your occupation is eligible.

02

Take a Language Test and Get an ECA

Take an IRCC-approved language test (IELTS General Training, CELPIP, TEF Canada, TCF Canada, or PTE Core) and obtain an Educational Credential Assessment (ECA) for any post-secondary credentials earned outside Canada. A higher language score improves your EOI ranking for the Occupation In-Demand and Saskatchewan Express Entry sub-categories.

03

Submit an Expression of Interest (EOI) Profile

For the Occupation In-Demand and Saskatchewan Express Entry sub-categories, create an EOI profile through the SINP online system. Your profile is scored based on work experience, education, language ability, Saskatchewan connections (family, past work, or study in the province), and other criteria. Your EOI profile remains active for one year. You can only hold one active EOI profile at a time.

04

Wait for an Invitation to Apply (ITA)

The SINP runs periodic EOI draws and invites top-ranked candidates to apply. The timing and size of draws depend on labour market demand and processing targets — the SINP does not announce draw dates in advance. If selected, you receive an Invitation to Apply and have 60 calendar days to submit a complete application. If your EOI expires before an invitation, you must resubmit a new profile.

05

Submit Your SINP Application and Pay the Fee

Submit a complete online application through the SINP system within 60 days of your invitation. Pay the non-refundable CAD 500 application processing fee. Provide all required documents for your sub-category. If information in your EOI was false or misleading, your application may be refused and you may be banned from applying for two years.

06

Receive Provincial Nomination

If your SINP application is approved, Saskatchewan issues a provincial nomination certificate. For the Saskatchewan Express Entry sub-category, the nomination adds 600 CRS points to your federal Express Entry profile, effectively guaranteeing an Invitation to Apply for permanent residence in the next federal draw.

07

Apply to IRCC for Federal Permanent Residence

Submit your federal permanent residence application to IRCC. For the Saskatchewan Express Entry sub-category, update your Express Entry profile and accept the federal ITA within 60 days. For base PNP sub-categories, submit a PR application directly to IRCC using the paper-based PNP stream. Pay the federal fee of CAD 1,525 per adult plus biometrics.

08

Land in Canada and Settle in Saskatchewan

After IRCC approval, you receive a Confirmation of Permanent Residence (COPR) and PR visa. Land in Canada to activate PR status and settle in Saskatchewan. Federal processing typically takes 7 months for Express Entry-aligned PNP or 13 months for base PNP applications.

Saskatchewan Immigrant Nominee Program is Saskatchewan's principal economic immigration program and offers four distinct pathways — skilled worker, Saskatchewan work experience, entrepreneur, and farming. For most Indian applicants, the International Skilled Worker category is the primary route, with the Saskatchewan Express Entry sub-category offering the fastest federal processing for those already in the federal Express Entry pool. The SINP's EOI system ranks candidates based on work experience, education, language, and connections to Saskatchewan.

Review the SINP occupation restrictions and the points grid before submitting your EOI. Only candidates who score above the draw threshold in periodic EOI draws receive an Invitation to Apply. For details on each sub-category's eligibility, visit saskatchewan.ca and review the official SINP program guide.
