Canada Open Work Permit (OWP) is a temporary work permit issued by IRCC that authorises the holder to work for almost any employer in Canada, without a job offer and without a Labour Market Impact Assessment (LMIA). Unlike employer-specific work permits, an OWP is not tied to a single company, role, or province — making it one of the most flexible work authorisations in the Canadian immigration system. It is issued only under defined categories, including Spousal Open Work Permit (SOWP), Post-Graduation Work Permit (PGWP), Bridging Open Work Permit (BOWP), International Experience Canada (IEC), vulnerable worker OWPs, and several public policy streams.
Total OWP fees are CAD 255 — CAD 155 for the work permit plus a CAD 100 open work permit holder fee — with an additional CAD 85 for biometrics. Processing times vary significantly by category and visa office; applicants should always consult the IRCC processing-times tool. On January 21, 2025, IRCC tightened both Spousal Open Work Permit (SOWP) streams: student-spouse SOWP is now limited to spouses of master's students in programs 16 months or longer, doctoral students, and students in select professional programs, while worker-spouse SOWP is now limited to spouses of foreign workers in TEER 0 or TEER 1 occupations (plus select TEER 2 or 3 occupations in priority sectors such as natural and applied sciences, construction, healthcare, natural resources, education, sports, and military). The principal worker must also have at least 16 months remaining on their work permit at the time the spouse applies. Note that India is not an IEC partner country, so Indian nationals cannot apply under IEC Working Holiday, Young Professionals, or International Co-op streams directly.

Principal worker must have 16+ months remaining on their permit.

Application Process
How to Apply for a Canada Open Work Permit: Step-by-Step Process
Identify Your OWP Eligibility Category
Determine which OWP category fits your situation: SOWP (worker or student spouse), PGWP, BOWP, IEC (if from partner country), vulnerable worker, or public policy stream. Each category has distinct 2025 eligibility rules — verify against the IRCC website.
Gather Category-Specific Proof Documents
Collect the evidence specific to your category: marriage certificate and principal's employment letter with NOC and TEER for worker SOWP (TEER 0/1, or priority-sector 2/3; 16+ months remaining); principal student's 16+ month master's, doctoral, or select professional program letter for student SOWP; DLI graduation letter for PGWP; Express Entry AOR for BOWP.
Prepare the Online Application
Create an IRCC Secure Account. Complete the relevant form (IMM 5710 inside Canada or IMM 1295 outside Canada). Upload identity documents, relationship or status proof, eligibility category proof, financial documents, and a copy of your passport.
Pay Fees
Pay CAD 155 for the work permit, CAD 100 for the open work permit holder fee, and CAD 85 for biometrics — total CAD 340 including biometrics. Payment is made online via credit card through the IRCC portal. Keep all receipts for your records.
Submit the Application
Submit through the IRCC Secure Account. You will receive an Acknowledgement of Receipt (AOR) and, shortly after, a Biometrics Instruction Letter (BIL) if biometrics have not been provided in the last 10 years.
Complete Biometrics
Attend your VFS Canada appointment in India within 30 days of the BIL. Fingerprints and photo are captured and transmitted to IRCC. Biometrics are reused across applications for 10 years.
Complete Medical Exam (If Applicable)
If your stay is over 6 months from India, or your intended role requires it (e.g., healthcare, childcare, education), book an upfront e-Medical with an IRCC-panel physician. The physician uploads the results directly to IRCC.
Await Decision and Activate the Permit
Monitor your IRCC account for decisions and requests for additional documents. On approval, an applicant outside Canada receives a Port of Entry Letter — the physical work permit is issued by a CBSA officer on arrival. Inside-Canada applicants receive the permit by mail.
The Canada Open Work Permit remains one of the most flexible employer-free work authorisations in the Canadian immigration system — letting holders work for almost any employer, without an LMIA and without a specific job offer. However, on January 21, 2025, IRCC tightened both Spousal Open Work Permit (SOWP) streams: student-spouse SOWP is now restricted to spouses of master's students in 16+ month programs, doctoral students, and students in select professional programs, and worker-spouse SOWP is now restricted to spouses of workers in TEER 0/1 or in select TEER 2/3 priority-sector occupations, with the principal worker required to have 16+ months remaining on their work permit. Applicants should map their exact category against current IRCC rules before paying fees.
For Indian applicants, the PGWP, SOWP, and BOWP streams are the most commonly used pathways — IEC is unavailable because India is not an IEC partner country. Total fees come to CAD 255 for the permit plus CAD 85 for biometrics, with processing times varying widely by stream and visa office. When used alongside Express Entry, the Canadian Experience Class, or a Provincial Nominee Program, the OWP is a powerful bridge from temporary status to permanent residence and eventual Canadian citizenship.
Always consult the official IRCC processing-times tool, fee schedule, and category-specific eligibility pages before submitting an OWP application. Regulations change frequently — especially in 2025 and into 2026 — and what qualified a spouse or worker 12 months ago may no longer qualify them today.
