- Applicants with sufficient settlement funds to support themselves and accompanying family members upon arrival in Canada
- Applicants who pass medical, security, and admissibility checks under the Immigration and Refugee Protection Act
- Spouses, common-law partners, and dependent children can be included as accompanying family members on the same application
